BEIJING — Chinese offshore oil and gas producer CNOOC Ltd. says it has suspended operation of an oil platform after finding a leak in one of its oil fields in the Bohai Bay.

It is the latest in a series of offshore spills in the Bohai Bay that have raised an outcry among fishermen and environmentalists.

CNOOC said in a statement on its website Saturday that an oil slick was discovered Friday near the Jinzhou 9-3 West oil field.

It says investigations show that a ship doing construction work damaged an oil pipeline at the bottom of the sea. CNOOC estimated that about 0.38 cubic meters (13.4 cubic feet) of oil was leaked.

It says the platform shutdown will reduce CNOOC’s output by 1,600 barrels of oil a day.

WASHINGTON (AP) — More than half of U.S. cities have cut staff, canceled construction projects or raised fees this year, according to a report from the National League of Cities that catalogs the vast damage from shrunken property- and income-tax revenue.

Cities are struggling from the same problems that have left the national economy sputtering: high unemployment, a depressed housing market and weak consumer spending. Those factors have reduced the taxes that cities collect for a fifth straight year. Many have had to make up the gap by laying off employees, freezing pay, cutting services, raising fees or suspending building projects.

Two-thirds of city finance officers said they had delayed or canceled public-works projects this year. Two in five reported raising fees for city services. One in five had cut spending on public safety.

THERE was a nod to Mongolia’s nomadic heritage when Rio Tinto opted to use traditional ger tents for workers’ accommodation at the massive Oyu Tolgoi mine.

The tents rise like mushrooms in this patch of the South Gobi Desert, surrounding a $16 billion project that will soon be one of the world’s biggest producers of copper and gold.

But while the workers have bunkered down in their traditional digs, keeping the project’s corporate partners inside the same proverbial tent is proving far more difficult for Rio Tinto.

Long-running tensions between Rio and its Oyu Tolgoi partner – Ivanhoe Mines – are set to flare again today.

Green Day Caf, which operates a restaurant on Lee Road, is opening in Orlando Fashion Square next month.

Green Day Caf says it serves affordable but healthy fast food in an eco-friendly environment.

Its menu includes salads and wraps, served with baked vegetable chips and broccoli coleslaws.

Green Day Caf made its debut in Orlando in 2008, with eco-friendly features that include cups and forks made from sugar cane and corn.

It will open in Orlando Fashion Square on Sept. 15, at the old Chick-fil-A space in the food court.
